In September 2014 it is planned to hold the summit of heads of states to define the Caspian legal status in the Russian city of Astrakhan, Azerbaijani Deputy Foreign Minister Halaf Halafov told journalists.
He said the preparatory works have been already conducted. “Certain progress has been achieved on some issues in this field at the conference of Ministers on the Caspian status, which took place in May 2014,” said Deputy Minister.
Halafov said that the working group of Deputy Ministers of the Caspian basin states will keep on working till achievement of final results and the next meeting is scheduled for the end of August in Moscow.
“After that another meeting will, possibly, be held right before the summit in Astrakhan. The main issue is to negotiate the final document, which will be adopted by Presidents of the Caspian basin states. The document envisages settlement of many principal issues,” he added.
In November 2003 the Caspian basin states signed the framework convention on protection of the Caspian Sea marine environment.
In July 1998 Kazakhstan and Russia concluded agreement on division of bottom of the northern part of the Caspian Sea to realize sovereign rights for use of bowels of earth, in May 2002 – the protocol to the agreement. On November 29, 2001 and on February 27, 2003 Kazakhstan and Azerbaijan concluded agreements on division of the Caspian Sea and the protocol to the agreement.
On May 14, 2003 Kazakhstan, Azerbaijan and Russia concluded the agreement on the point of junction of lines of division of the adjoining sections of the Caspian Sea bottom.
