The Kazakhstan Ministry of Economy and Budget Planning has worked out some initiatives aimed at reduction of the volume of shadow economy in the oil and gas industry, Minister of Economy and Budget Planning Yerbolat Dosayev said at the session of the government in Astana on Tuesday.
He said that oil is stolen in Kazakhstan in two ways. The first one – from various oil installations, temporary storage facilities and suspended wells located on the fields, which can be accessed by the employees of the oil production companies.
The second one is by cutting into the oil pipelines. The illegally obtained oil is involved into the legal circulation through the specially created firms or by selling illegal oil from mediator to mediator using fake documents. In the future this oil is either refined, or exported.
The oil export under pretext of various oil products also remains an unsolved issue. The above-mentioned operations are done to evade from export duty and lease tax. Lack of proper registration of the extracted raw material creates favorable conditions for committing crimes, reported www.oilnews.kz.
