Russian Transneft company has been looking for the possibilities to increase oil shipment to China to observe the contracts with the limited infrastructure. The growth of export via the pipe bend Skovorodino-Mokhe and via Kazakhstan is under discussion, writes Kommersant.
Rosneft could increase oil export to China via the pipeline bend Eastern Siberia-Pacific Ocean-Skovorodino-Mokhe and Kazakhstan, sources familiar with the course of the talks told «Ъ». This year the state company must deliver to the country about 5 million tons of oil more, than in 2014.
Skovorodino-Mokhe will ensure transportation of additional 1 million tons, a source close to the company told «Ъ». Transneft specified that it has received an “oral address” of Rosneft to increase the volume of pumping via the Skovorodino-Mokhe by 125,000 tons since May, but we also need a request from China.
Rosneft also would like to increase deliveries to China via the Atasu-Alashankou pipeline through Kazakhstan by 1 million tons. Transneft explained that “according to the current schedule, 7.5 million tons a year will be pumped and 7 million tons have been already loaded.” The talks are going on to increase pumping by 1 million tons in 2015, by 2 million tons in 2016 and by 3 million tons in 2017,” the same source told «Ъ». But this oil is transported to the Pavlodar oil refinery (Kazakhstan delivers its oil to China in exchange) and it is unclear if it is able to receive even more.
