QUALIFICATION and JOB DESCRIPTION
Qualification
- Degree in Chemical Engineering
- Minimum of 10 years of experience in various project phases, such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including in a supervisory role overseeing service/vendor personnel, and having overall responsibility for commissioning execution.
- Minimum 10 years of experience in operations, process, and production planning-related work at a managerial level
- Working knowledge of operational excellence, new layouts, and performance improvement projects
- Working knowledge of troubleshooting, business strategies, and work planning
- Experience in occupational health and safety management
- Ability to effectively work and communicate at all levels
- Good level in both written and verbal English
Job Description
- Implement a strong safety culture through Contractor, its sub-contractors, and site vendors with visible leadership
- Implement alignment between the Contractor’s commissioning team and refinery team, technically and in the relationships, to the maximum extent, by intervening promptly whenever misalignments happen
- Contractor delivers the safe execution of Site commissioning activities in compliance with the strategies and planning agreed by the Parties and set out in the Project
- Supervise the Completion and Handover team so that the completion/HO dossiers can be processed in a timely and coordinated manner with acceptable quality
- Managing performance improvement projects in the areas of operations, process, and production planning
- Assisting and supporting operations activities in the refinery
- Supporting the operational excellence team in making time studies, creating new layouts, and overall improvement projects
- Identifying the low performance issues in operations and bringing new insights into the way of doing business, by brainstorming activities based on analysis and reports
- Establish a process to standardize similar operational issues, such as workflows, cycle times, or system flows
- Analyzing the progress and risks of projects and submitting related reports
- Taking necessary precautions to comply with the occupational safety rules and to prevent work accidents
- Managing the revenue and capital budgeting of the department
