Position Schedule: 1 year (renewable)
Education: University Degree in Mechanical, Civil, Naval Engineering, Economic Sciences
Experience:
- Minimum 10-15 years of work experience in oil and gas Offshore Engineering and Construction industry;
- Minimum 8-10 years of international experience as Proposals / Tendering Manager on medium-to large-scale and complex offshore projects.
Skills and Competences:
- Capability to prepare the proposal/tender for the project, including the prequalification phase, assuring that client requirements are respected. Ability to fully answer all Clients’ requests in a clear, unambiguous and concise manner;
- Knowledge of all tendering process stages assuring compliance with company policy and procedures;
- Capability to understand and manage tendering strategically issues, implementing approaches/solutions in the proposal activities, identifying their impact in terms of cost, time and execution plan;
- Capability to interface the Client, managing the contract and the development of the activities;
- Knowledge of market analysis goals, techniques and outputs. Ability to build and maintain market analysis models;
- Capability to handle Tender Documents and Proposal Documents providing clarifications and archiving activities in line with the applicable procedures.
- Knowledge of general economic topics (Revenues, OPEX, CAPEX, economic theories, etc.) and of the different methodologies and techniques used for a correct benchmarking analysis;
- Knowledge of Commercial rules and regulations in respect to procedural and authorization steps to be taken in the company;
- Knowledge of different cooperation typologies. Knowledge of legal principles, obligations, responsibility related to partnership agreements (Joint Ventures, Consortia, Heads of Agreement, Frame Agreement, Memorandum of Understanding, etc.). Ability to execute activities related to reviewing legal principles, obligations, responsibility with regards to partnership agreements;
- Capability to manage complete project cost estimation critically analysing different cost estimate solutions on the basis of external input or elements arising from new contexts, supporting the risk evaluation with cost estimate elements;
- Knowledge of competitive positioning analysis goals and tools. Knowledge of how to integrate data sources and use techniques to develop competitive positioning analysis;
- Knowledge and experience of the critical issues related to Licensors management (performance, guarantees, secrecy, Process book, engineering services);
- Capability to analyse balance data (bid vs. project) to verify the cause of potential gaps, aiming at improving the ability of risk and opportunity management;
- Capability to identify, evaluate, and estimate the level of risk involved in a situation, to compare it against benchmarks or standards and to determine an acceptable level;
- Strong interpersonal, communication and negotiation skills;
- Strong managerial skills.

Responsibilities:
- Ensure management of commercial bids in order to optimize success in contracts awarding and maximising the company commercial results;
- Develop the Proposal Plan;
- Organise and hold the bid kick-off meeting;
- Define the bid cost structure, with the support of the Estimator;
- Manage the interfaces with Partners and Client;
- Ensure definition of the scope of work of each party involved in the bid;
- Analyse Contract requirements and conditions;
- Ensure definition of the cost estimates developed by the Estimator;
- Approve the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement departments (engineering, procurement, assets management);
- Approve the preliminary project cash flow developed by the Estimator;
- Ensure the definition of project organisation, overall project schedule, overall execution plan, overall resource plan;
- Ensure the preparation of Cost Closure Reports;
- Ensure the submittal of the Proposal to the Client;
- Manage the post-bid clarification phase with the Client;
- Lead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalisation of contracts;
- Prepare the Proposal Close-out Report;
- Prepare the Project Architecture;
- Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the Risks and Opportunity methodology application;
- Fully adhere, at all times and irrespective of the workplace, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements;
- Perform other related duties as assigned by the line manager.
