Job Holder supervises non-routine laboratory activities supporting HSE, Quality, LIMS, Non Routine Lab, Online Analyzers (QMI) sections in the laboratory and contributes Routine section activities where required. These services will be in compliance with, Compnay regulations, Azerbaijani laws where applicable, and to the latest version of ISO 17025 for the accredited test parameters.

Job Holder ensures efficient and reliable non-routine lab operations and steers and monitors all operational QMI, QAQC, LIMS, HSE Lab activities acts as the first level approval.

This is a critical technical/quality position ensuring the continuous functioning and improvement of the Laboratory quality management system, safe lab operations, building fitness, and local/international standards compliance for the overall lab activites.

Job Responsibilities/Vəzifə öhdəlikləri:

The Job Holder supervises Non-Routine Laboratory Operations (15+FTE) as holding the title of Laboratory Supervisor Role.

The Laboratory Supervisor (Non-Routine) has the following accountabilities:

• Acts as the first level focal point for all NonRoutine section activities.

• Leads Non-Routine Laboratory Specialists ensuring the efficiency and effectiveness of their duties.
• Constantly visits and helps improving HAOR Labs – AzerneftYag and Bitumen Laboratories (remote)-, for the efficiency and effectiveness of their duties in terms of Non-Routine Lab operations where applicable. (QMI, HSE, Quality, LIMS)

• Supports Lab Management for contract and procurement activities.

• Supports Lab Management on preparing laboratory monthly report identify the high and lows from the technical and quality perspective in accordance with Lab Non-Routine activities.

• Supervises and guides the QMI, HSE, Quality, LIMS Related document implementation, continuous improvement of the system and related processes.

• Monitors all lab licenses, international/local audit requirements to ensure all are up to date.

• Consistently informs his/her line manager on critical technical/quality issues and suggest solutions for the improvement of the system

• Manages all staff requirement under his/her accountability – training plans, rotations, leaves, appraisals.

• Monitors and steers all HSE aspect of the laboratory related activities – waste management, building fitness, safe storage, and sample/chemical management, leads risk assessments and job hazard analysis through HSE Specialist

• Ensures safe laboratory operations and sample management while implementing required procedures as per general lab safety guidelines complying Azerbaijani local regulations

• Leads all LIMS related activities through LIMS specialist from implementation to sustainable operations, ensure all users are trained.
• Ensures the QA/QC aspects are properly maintained in all lab sections leading QA/QC specialist and supervises staff to verify the correct and effective implementation of the Laboratory Quality Assurance protocols/instructions as per the latest version of ISO 17025

• Leads laboratory documentation to comply with Azerbaijani Legislation and international quality system requirements in alignment with QA/QC Specialist.

•  Ensures Laboratory Impartiality and Operation risk opportunities in accordance with ISO 17025: ensures that the Management System achieves its intended results, enhances opportunities to achieve the purpose and objectives of the Laboratory, prevents or reduces undesired impacts and potential failures in the laboratory activities, achieves improvements.
• Ensure readiness for internal/external audits and accreditation of the refinery laboratories and ensure sustainable monitoring on the system.

• Verifies and reports all analyses conducted on a daily basis for different type of fluids and solids in Non-Routine section.

• Ensure proper implementation and functioning of site online analyzer activities and QMI surveillance through QMI specialist

• Ensure proper service maintenance, periodical checks, inventory management, spares and consumables of QMIs.

• Generates and provides first level approval for sample & analysis plan, consisting of measurement of samples delivered, to provide quality and timely results, and the sample quality reports for Non-Routine section.

• Ensure interface with Routine Lab section to implement related QMI, HSE, Quality, LIMS activities.

•              Responsible for shift handover process and good communication if any of the section personnel goes on vacation or be in leave for any reasons. 
•              Monitors the inventory, the stock balance, and verifies correct registering of the consumption and/or receipt, & any reallocation of material in different storage locations of the items (e.g. chemicals, spares, consumables, glassware, standard mixtures) for the Non Routine sections and keeps consistent records on these. 
•               Remains responsible for the items and delegations described in Table of Authority in Quality Manual.

•               Remains committed to annual company objectives and individual goals and targets.
•              Supports Lab Management and provides continues coaching and mentoring to local staff within Laboratory.

Qualification Requirements/Kvalifikasiya Tələbləri:

• University Degree (BSc.) with a Minimum 5 years’ experience in QA/QC roles and minimum 2 years’ quality experience in oil and gas projects, and/or petrochemical environment (MSc. Degree is a plus)
• Experience on quality control techniques and certification as per GLP, ISO 9001, ISO 17025, ISO45001, ISO 14001
• Previous lead auditor, internal auditor, successful ISO 17025 implementation experience
• Understanding of online analysers and calibration procedures  
• Previous LIMS experience is desirable
• Knowledge of local and international codes and regulations regarding plant operation activities;
• Computer literate
• Good organization and team working skills.

• Knowledge of local and international codes and regulations regarding chemical lab operation activities
• Ability to intervene and take necessary action for any unsafe actions or incorrect acts either behavioral or technical.
• Strong customer focus (internal & external)

• Competency in English – writing, reading, speaking.
