The Project Engineering Office (PEO) Advisor leads a team of engineers and other professionals in the planning, execution, and successful completion of complex engineering projects. They are responsible for developing and implementing project engineering methodologies, ensuring adherence to budget and schedule constraints, and managing risk throughout the project lifecycle.

· Develop and implement the vision, goals, and objectives for the PEO in alignment with the organization’s overall strategy. Align project solutions with overall organizational objectives. · Lead the development and implementation of long-term engineering strategies and initiatives to drive innovation, growth, and competitive advantage. · Foster a culture of collaboration and innovation within the team. · PEO Framework Development: Define and implement Engineering methodologies, standards, and templates to ensure consistency and quality across projects. · Engineering Coordination: Liaise, communicate, and operate in conjunction with all other senior leaders to ensure a satisfactory teamwork operation that drives overall effective project delivery within the company requirements. · Compliance and Risk Management: Ensure adherence to internal policies, regulations, and industry standards. Proactively identify and mitigate engineering and execution wise project risks. · Audit and Review: Conduct regular audits and reviews of Engineering support processes and project performance, identifying areas for improvement. · Provide technical leadership and guidance to engineering teams, ensuring the application of best practices, standards, and methodologies. · Stay abreast of industry trends, emerging technologies, and regulatory developments relevant to the organization’s engineering activities. · Foster a culture of technical excellence, innovation, and continuous learning within the engineering department. · Team Building and Motivation: Build and cultivate a high-performing PEO team with diverse skills and expertise. Foster a collaborative and supportive work environment. · Talent Acquisition and Development: Attract, recruit, and retain top engineering talent. Design and implement training programs to continuously upskill and develop the PEO team. · Mentorship and Coaching: Provide ongoing mentorship and coaching to PEO team members, helping them grow their skills and careers. · Task Assignment for supervised staff: Set targets, objectives, and clear responsibilities; and progressively monitor individual performance against the agreed criteria. Conduct formal appraisals at least annually and carry out other performance reviews as required. · Proposals: To be responsible for all aspects of proposal work undertaken. Oversee the planning, execution, and delivery of engineering projects. Ensure engineering tasks are completed on time, within budget, and to the required quality standards. · Carry out regular reviews of group workload, manpower utilization, and staffing requirements in order ensure both the adequacy and efficiency of all assigned staff. · Strive to balance the allocation of resources to best meet the varied objectives of all concerned parties (clients, projects, proposals, affiliates, and departments) in the overall interests of company. · Stakeholder Engagement: Build strong relationships with key stakeholders at all levels, ensuring clear and transparent communication throughout the project lifecycle. · Effective Reporting: Deliver clear, concise, and actionable project reports to stakeholders, keeping them informed and engaged. · Issue Management: Proactively manage project issues and risks, ensuring timely escalation and resolution. · Conflict Resolution: Effectively mediate and resolve conflicts between project stakeholders. · Establish and maintain quality management systems, processes, and standards to ensure compliance with regulatory requirements, industry standards, and customer expectations. · Implement quality control measures, testing protocols, and performance metrics to monitor and ensure the quality and reliability of engineering deliverables. · Develop and maintain a robust risk management framework, ensuring timely identification, assessment, and mitigation of project risks. · Instill a proactive risk management culture within the PEO and project teams. · Identify opportunities for process improvement. · Implement best practices in project management and engineering processes. · Encourage innovation and the adoption of new technologies.

· Bachelor’s degree in a relevant field (Engineering, Project Engineering) required. MBA and relevant certifications preferred. |

Təcrübə tələbləri / Experience requirements |
|
|
· Minimum 10+ years of experience in engineering in Production, preferably in a leadership role in Refinery or Petrochemical industry. |

· Strong technical expertise in relevant engineering disciplines, with a thorough understanding of industry best practices, standards, and regulations. · Proven track record of success in leading and delivering complex projects in a hybrid-matrix environment. · Advanced knowledge of Project Engineering digital tools and technologies. · Deep understanding of Agile, Waterfall, and hybrid PM methodologies. · Strong organizational and time management skills. · Intermediate knowledge of Project Management digital tools and technologies (e.g., MS Project, Jira, Primavera). · Demonstrated ability to lead and motivate high-performing multicultural team. · Exceptional communication, interpersonal, and negotiation skills. · Strong analytical and problem-solving skills with a data-driven approach.
