Role Summary
Focal Point for coordination of the technical delivery of all structural, process, piping and mechanical engineering
activities of the Engineering team acting as a conduit between Projects and Engineering in delegating tasks,
defining activity delivery dates within plan, setting priorities, negotiating workloads, assessing performance and
reporting on developments. Focal point for the interface with Senior and Lead Engineers of all disciplines for the
effective allocation of resource to suit project delivery, and to assess and manage the impact of any break-in scopes
and tasks that may arise.

Responsibilities
Knowledge of, and compliance with, client, industry and international specifications and standards. Assurance
that personnel under the Chief Engineer’s control comply with relevant documents.
Supervision of personnel and responsible for the technical content and quality of work produced for “own
discipline”, training and development.
Review and monitoring of competence of engineering personnel under Chief Engineer control. Identification of
personnel shortfalls and submission of proposal to relevant Department Head for solutions such as training,
coaching or other measures.
Direction of Engineers and Designers with frequent liaison to ensure coordination between engineering and
design personnel of all disciplines, and overall alignment with planned delivery dates.
Development of discipline personnel and coaching in correct behaviours, linked to development of structured
succession plans for key discipline team roles.
Right-sizing of discipline teams and drive to utilisation of most cost effective resource where appropriate in
delivering the work.
Review of incoming scopes of work and identifying the planning / prioritisation and resource allocation required
to deliver a project / job. Estimation of deliverables, manpower and time required to execute the scope of work.
Challenge of estimates prepared by others to ensure consistent alignment across the contract, and between
relevant disciplines.
Empowered to drive and direct other disciplines through all phases of scope definition maturity through setting
priorities & key dates to facilitate delivery at pace.
Attend weekly planning and priority review meeting, providing support to SPA and Planning Engineer with
regard to identification of schedule conflicts and proactively / effectively managing resource demands.
Accountable for coordination of all discipline input to support delivery at pace and to ensure design integrity and
consistency.
Empowered to and expected to challenge any issue delaying design delivery/ related procurement, irrespective
of group/ disciplines involved. Key aspect is to positively drive cross-discipline delivery and remove any blockers,
assess dependencies between disciplines and ensure the correct sequence of workflow to provide optimal
delivery and negate rework.
Ensure specialist third-party input/ PD&MS Consult input is identified and planned for execution at the correct
time.
Coordination of interface with construction discipline for relevant input during design and engineering
development.
Coordination of Dimensional Control Survey workload for the contract, including resource allocation and scope
priority.
Input to project plans and schedules including management of break-in scopes directly with planning engineer
and PRP. Empowered to control plan intervention and broker agreement between PRPs and disciplines to
achieve overall goal in line with any agreed compromise.
Immediate identification to the SPA / SPE / PRP of any issue that has the potential to cause change or growth to
any area of the project or study, in comparison to the original design intent / deliverables required.
Production of cost effective engineering solutions that are fit for purpose, safe and add value to both PD&MS and
the Client. Motivation of all discipline personnel to do similarly.
Ensuring operational and maintenance issues are addressed in the design. Seeking input from operations and
maintenance personnel and, if beneficial, carrying out presentations to site personnel of changes to their
installation.
Coordination of Site Surveys, to gather information to allow effective execution of workscopes. Monitoring
progress of work and achieving completion within the agreed schedule and budget. Reporting progress as per
PD&MS systems and procedures.
Forward planning of resources and timely identification of changes to resource requirements to the Department
Heads.
Checking and approval of documents and engineering design deliverables created by own discipline, where
appropriate.
Approval of document and deliverables created by other disciplines which have own discipline content, where
appropriate.
Review of documents circulated by other disciplines for IDC or comment.
Identification of increase or reduction in scope of work and raising the necessary support documents for project
control purposes.
Attendance at meetings called by SPA / SPE / PRP, e.g. kick-off meeting, progress meeting.
Attendance at Design Reviews, HAZOPs, Constructability Assessments etc.
Ensuring all Discipline Engineers follow discipline procedures for document control and use and retention of check
prints/IDC comments prints.
Ensuring close-out of completed jobs in a timely manner.
Representation of PD&MS with Clients, Suppliers / Vendors and Certifying Authorities in a professional manner.
Approval and sign off of direct report timesheets and time off requests ensuring submission is within the
required timelines.
Ensure direct report performance reviews are carried out within the required timescales.
Liaison with relevant Department Heads to identify areas for development and to implement improvements in
working practices.
Remain up to date with technical developments, client, national and international standards and legislative
requirements related to the position.
Ensure compliance with applicable Industry Codes and Standards, HSE Alerts, Statutory Instruments, Client and
PD&MS Specifications and Legislative Requirements and establishing order of precedence on a project-byproject basis.
Ensure all supervised personnel are aware of continuous improvement initiatives.
Responsible for ensuring personal professional development is maintained and identified competency
requirements are undertaken in a timely manner.
Performance of discipline engineering tasks and co-ordination of other discipline engineering tasks and
activities, in accordance with Company QA, HS & E policies.
Demonstration of safe approach in design and working practices, following the objectives of the Office and project
specific Health, Safety and Environmental Plans.
Encouragement of attention to safety in all personnel, and ensuring unsafe activities are challenged.
Adherence to the PD&MS Integrated Management System.
Compliance with PD&MS quality assurance, health and safety and environmental policies. Assurance that
personnel under the Chief Engineer’s control comply with the procedures.
Demonstrate and promote PD&MS QHSE principles and lead by example.
Adherence to the requirements of the best practice standards recommendations and processes in the
undertaking of duties, in particular, risk assessment and control, reliability and failure prevention necessary to
ensure the safe design of equipment and systems.

Authorities
Authorised to delegate engineering approval to appropriate competent personnel, as required, in line with
approved delegation as determined by the Engineering Director or Chief Operating Officer.
