Work Location: Base Office (30 km away from the city centre)

Education: Master’s degree in Civil, Mechanical, Structural Engineering
Experience:
- 10-15 years of experience in Offshore Installation within oil and gas Offshore Engineering and Construction industry, in particular – jacket installation, pipe lay, heavy lifts;
- 5-10 years of international experience as Technical Manager, Project Manager, Engineering Manager on medium-to large-scale and complex offshore projects.
Skills and Competences:
- Capability to plan discipline engineering activities and documentation deliverables in order to meet Project schedule milestones considering design workflows and engineering interfaces with all other project disciplines and functions. Capability to manage dynamic changes due to endogenous and exogenous factors;
- Knowledge of Discipline engineering design criteria, methods and workflows from conceptual phase up to site engineering phase;
- Capability to define the Project general rules and guidelines for Discipline quantities estimation either on Bid Projects or on Projects in execution, according to Corporate design standards, procedures, methods and tools;
- Capability to handle subcontracted engineering work packages defining the scope of work, the milestones and documentation deliverables. Capability to control the quality, the costs and the timing of the subcontracted activities ensuring the compliance with project scheduling and goals and with contract requirements;
- Capability to perform technical evaluation of vendor bids with reference to Discipline items, bulk material and subcontracted work packages, according to Corporate standards and procedures;
- Capability to prepare and coordinate the preparation of Discipline technical proposal documents for Bid Projects according to Tender contractual requirements;
- Knowledge of tools related to 2D and 3D modelling Activities;
- Capability to define technical requirements for Discipline equipment and materials workshop testing according to Corporate standards, procedures, methods and tools;
- Knowledge of the principles of metallurgy and materials science. Knowledge of the main metallic (and non-metallic) materials used in the upstream and downstream Oil and Gas sectors, their chemical, physical and mechanical properties, their applicability, limitations and costs and other relevant features e.g. market availability, shop and field fabrication, joining methods, etc.;
- Knowledge of mechanical engineering fundamentals. Knowledge of mechanical engineering for the design of mechanical items and the selection of materials;
- Capability to design subsea structures. Ability to perform the following main activities:
– define the structures configuration,
– prepare the construction drawings,
– perform the structural and piping analysis,
– prepare the fabrication specification,
– review the fabrication engineering,
– supervise the fabrication and testing activities
- Capability to perform tie-in design and relevant simulation analysis;
- Knowledge of criteria, standards, main techniques and methodologies for hazards identification during work execution, occupational risk assessment and evaluation;
- Capability to define project scope in order to meet the needs and expectations of the interested parties (especially clients and users.). Ability to be guided and oriented to objectives and task accomplishment, producing the agreed end results, within the time-frame and budget required, and within agreed parameters of Risk, HSE , Quality;
- Capability to estimate Discipline Work Orders and Bid Projects engineering man-hours budget based on the Project quantities and scope of work according to Corporate standards, procedures, methods and tools;
- Knowledge of supply chain process (engineering, purchasing, production and fabrications, assembling, packing, transportation, clearing through customs, preservation and installation)
- Strong interpersonal, communication and negotiation skills;
- Strong managerial skills.

Responsibilities:
- Lead the Subsea Mechanical and Structural Engineering activities in accordance with Project requirements within the assigned budget, time schedule and quality standards. Ensure compliance with all Project interfaces and supervise in/out information flow;
- Maintain and develop technical skills, expertise, knowledge, procedures and tools as required for proposals and project execution;
- Ensure the capitalisation of Project experience in order to improve and harmonize work methodologies.
Planning, co-ordination and control of engineering activities of the department/project
- Propose resources for tender/project organization and appoint the selected personnel;
- Control the department programme schedule of projects;
- Overview the engineering activities and provide technical support to the department PSLs whenever necessary;
- Identify project and contract hot spots and criticalities;
- Identify project and activity priorities;
- Optimise technical engineering processes to achieve reduced time and costs;
- Overview the management of interfaces with other disciplines and with construction/installation activities;
- Overview requisitioning and technical bid evaluations.
Management of resources
- Develop personnel skills and flexibility through work assignments and responsibility and through attendance at seminars and courses;
- Evaluate the personnel performance according to the company system;
- Motivate the personnel and support full integration with the company departments and activities;
- Optimise the usage of external vs internal resources (make or buy policy);
- Select personnel if new resources are required;
- Advise on Sub-contractors qualifications;
- Provide support for department budget estimate, control and forecast;
- Approve personnel time sheets and missions.
Quality assurance policy
- Contribute to the definition, implementation and improvement of the quality system;
- Develop standardisation, define procedures for the dept. engineering and coordinate the software validation;
- Implement and control any preventive/corrective actions arising from audits or certification requirements.
