The cost of transporting export oil shipments from Kazakhstan via pipeline will rise by 11.3% starting January 1, 2025. The tariff increase is not expected to reduce oil exports through pipelines, as transportation by rail is even more expensive, according to market participants.
The state-owned pipeline company KazTransOil (KTO) will increase the export tariff for oil transportation to 11,300 tenge per ton ($22.02 per ton) per 1,000 km, excluding VAT, from the current rate of 10,150 tenge per ton ($19.78 per ton) per 1,000 km. The export tariff was previously raised by 14.9% on July 1, 2023.
In mid-November, the cost of transporting Kazakh oil to Germany was $27.63 per ton. The cost of transporting Kazakh oil to Novorossiysk via the Atyrau-Samara pipeline in November was $27.01 per ton, while shipments to Ust-Luga cost $27.28 per ton.
