Qualification
- Preferably one or more of the following:
ISO 9712/EN 473 VT -RT Level II
CSWIP 3.2 Senior Welding Inspector
API 510/570/571/579/580/653
ASME, ASTM , GOST and etc. standarts knowhow
- Minimum 15 + years of refinery experience, last 5 years working as Manager
- Knowledge of international engineering standards
- Ability to effectively work and communicate at all levels.
- Good level in both written and verbal English
Job Description
- To strategically plan and manage the activities of the Integrity and Reliability Directorate in line with the objectives of the Asset Management unit of SOCAR Refinery
- To manage and improve the processes of developing Integrity and Reliability strategies, setting targets and key performance indicators, and making suggestions to higher management
- Establish and manage the system required to monitor, analyze, report KPIs for integrity and reliability across the SOCAR Refinery and identify areas for improvement.
- Developing a system to ensure that Integrity and Reliability activities are carried out in the light of current legal regulations, good practices in the industry, technological and sectoral developments, codes, and standards. Developing processes to ensure that relevant records are properly maintained and presenting and/or ensuring that they are presented at audits. To ensure that research and continuous assessment regarding innovations that can be applied to the activities of the department are carried out and to manage the process of submitting suggestions for improvement and development areas in these matters.
- To evaluate the periodic reports prepared by the Integrity and Reliability divisions, Analyzing, and reporting the compatibility of the current situation with the targets.
- To make the personnel planning of the Integrity and Reliability Directorate and to carry out the annual performance evaluations of department employees.
- To prepare the annual budget of the Integrity and Reliability Directorate together with the Integrity and Reliability managers and to conduct the general audit and follow-up of the budget throughout the year.
- To prepare contracts for the efficient and effective operation of all Asset Management units under SOCAR Refinery, to contribute to warranty follow-up and other support processes.
- Actively participate in the management of Asset Life Cycle Cost (LCC) during the design and assembly stages of new assets or the replacement of existing assets.
- To ensure that the Integrity and Reliability divisions work in coordination with the Turnaround division of Maintenance department. Ensure that integrity and reliability activities are included in the Turnaround task lists and review activities with the Turnaround division and make comments and suggestions.
- Being responsible for the personal and professional development of the personnel reporting to him. To identify the development needs of the person concerned and to provide guidance in this direction.
- To be aware of the Health, Safety and Environment requirements and targets of SOCAR Refinery, and to direct department personnel and subcontractors accordingly. To carry out the necessary controls to comply with the HSE rules in order to prevent accidents in the area he/she is responsible for, to warn the relevant personnel.
- Approving annual leave, sick leave, and overtime of its personnel
- In line with Asset Integrity Management Systems activities, to carry out the planning, implementation, monitoring and improvement activities that directly and/or indirectly concern the unit, within the scope of their authority.
- Answering emergency calls outside of business hours, working overtime when necessary, providing on-call support after business hours when necessary
- To ensure that the Quality Assurance and Control studies are carried out in the engineering activities of the Project Department for the projects carried out in the SOCAR Refinery
- Managing the Asset Management System Installation Project; RBI, RCM, SIL, 5WHY, RCA, etc. To design and manage the process of coordinated work of working groups.
- To act in accordance with SOCAR policies, mission, vision, corporate values, legal and other requirements as well as company ethical rules, policies, procedures, instructions, strategies, and objectives; ensuring the adoption and dissemination of the relevant rules, policies and other requirements by the personnel in the positions under it; Informing the relevant departments in case of any discrepancies observed within the company in these matters.
- To check the accuracy of information and documents related Integrity and Reliability activities.
- To make regular and effective reporting to the Refinery Director and General Managing Director
