QUALIFICATION and JOB DESCRIPTION
Qualification
- Degree in Engineering preferably Chemical or Mechanical Engineering
- Minimum of 20 years of working experience in oil refining or petrochemical industry
- Minimum 15 years of experience in the HSE (occupational health, technical safety, process safety, environmental and fire protection) work areas
- Knowledge of international HSE codes/standards (i.e. OHSAS 18001/ISO 45001, ISO 14001, OSHA,API, NFPA,SEVESO, European Norms)
- Experience in HSE team management
- Ability to effectively work and communicate at all levels
- Good level in both written and verbal English
Job Description
- Managing HSE Policies and Procedures in workplace, paying particular attention to potentially hazardous operations and emphasizing proactive solutions
- Chairing HAZOP Sessions, make QRAs, Support to write SOPs, oversee MOC process
- Inspecting work areas on a regular basis and assisting employees with HSE issues
- Recording and reporting all accidents, incidents and near misses
- Investigating incidents, injuries, illnesses, fire, property damage, and other related incidents and reporting them
- Establishing site emergency response plan, organizing emergency response team, conducting training, and exercising for emergency response
- Conducting HSE inspection and documenting health, safety and environmental discrepancies and recommending appropriate corrective actions
- Evaluating the need for personal protective equipment, fire protection equipment, and other related equipment and specifying the equipment to meet those needs
- Supporting operational excellence HSE improvement projects
- Working closely with Operations and Maintenance Departments to produce effective HSE strategies
- Managing the revenue and capital budgeting of the department
