ACTIVITIES / ACCOUNTABILITIES
The job holders must possess strong experience in HSE Management in Oil and Gas project.
He shall provide clear leadership for the development of an environment focused on HSE.
He will need to possess a set of technical skills to excel in his role. These include knowledge of international and local regulations and compliance and environmental regulations.
The Job holder shall:
Identify and assess risks on our job sites and develop plans to mitigate and eliminate those risks.
Ensure the project and all of our job sites are following local and federal regulations.
Help us build a risk-aware, safety-focused culture that serves our customers and our community with excellence.
Create an annual HSE plan and train employees and managers on updated procedures.
Drive our environmental and sustainability efforts forward to meet our targets.
Aim for a 100% safety record on all of our job sites.
Develop and lead the operation and promotion of an integrated management system, encompassing a pro-active environmental, health and safety culture across the regions. Utilising the Client or management system policies and procedures, including risk assessment, accident prevention, health initiatives and acknowledged personal responsibility.
Facilitate the maintenance and management of environmental health, safety and well-being through systems, audit/ inspection and the establishment of high standards and expectations on employees of service excellence and safety awareness behaviours / performance.
To maintain an Integrated Management System audit programme for Health & Safety and environmental standards.
To report on the performance of the IMS system at Management review meetings and use this as a forum for any improvements.
Advise on matters relating to the Environment and Health and Safety at work including the obligations and responsibilities of managers and employees; and provide comprehensive and practical advice to managers on best practice.
Undertake environmental health and safety planning, including the setting of goals, agreeing priorities, and establishing adequate systems for performance management.
To adopt and demonstrate an exemplary behaviour regarding HSE rules and requirements.
To ensure development and effective implementations of Project HSE strategies, plans and other associated procedures and processes to achieve or exceed desired level of performance, including Emergency Response Plans, Transportation
Plan, etc.
To provide leadership, advice and guidance on health, safety, and environmental issues
To contribute to the tendering process during FEED and EPC phase, Exhibits preparation and participate in technical clarifications phase
To ensure that HSE requirement are well incorporated in the Contracts exhibits
To lead, advise support and develop the Construction HSE Team
To ensure that culture of risk management is implemented in all activities
To ensure that all incidents are reported and investigated at a level commensurate with Company guidelines
Develop, implement and manage key performance indicators (KPIs) for each area of responsibility.
Ensure KPIs are met by working to the overall plan, including management of, and reporting.
Report on achievement of targets and identify any actions required
HSE RESPONSIBILITIES
§ Comply with the Activities described within the HSE Management System
§ Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
§ Know responsibilities to environmental issues in the work areas
§ Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
As such his duties and areas of authority are:
§ Follow HSE instructions given by Managers and supervisory personnel
§ Assure of the safety of his work site before commencing work
§ Take the necessary measures to avert immediate threat of danger
§ Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
§ Use tools, equipment and their safeguards correctly
§ Use the provided means of personal protection correctly
§ Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
§ Report any anomaly, abnormal conditions and near miss to supervisor
§ Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
§ Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
QUALIFICATIONS / EXPERIENCE
Minimum Education: Engineer/ Master Engineering degree or other relevant and recognized qualification, Certification to Level 6 Health and Safety Qualification.
Minimum Experience: 15+ years proven experience in major oil and gas project.
§ Experience of working in HSE management position.
§ Experience of working at site and offshore dealing with customers and suppliers.

§ Must have at least ten (10) years of experience in a similar position for international Oil & Gas industries.
§ Must have client experience
§ Certificate level environmental qualification.
§ Certification to NEBOSH General Certificate
