ACTIVITIES / ACCOUNTABILITIES
The job holders must possess strong experience in Marine and Vessel Management in relation to reactivation. Provide clear leadership for the development of an environment focused on HSE.
He will need to possess a set of technical skills to excel in his role.
- Knowledge of marine industry and/or oil and gas industry (STCW, MLC 2006, flags, etc.).
- Sound organizational skills and able to manage priorities.
- Dynamic and polyvalent and have excellent communication and customer-service skills.
- Ability to work on multiple projects at the same time and to think and act quickly under pressure.
- Willing to work autonomously and be comfortable working in a multi-cultural environment.
- Develop and maintain strong working collaborative relationships between ship owner and the Project.
- Develop the reporting system in place between the ship owner(s) and the Project.
- Monitor Safety and Pollution prevention operations and advise vessel owners accordingly in line with the Project policies.
- Prepare and/or review contracts relating to vessels and upgrading scope of work.
- Ensure that the scope of the reactivation is effective and will ensure the readiness of the vessel for our marine work.
- Monitor the work of reactivation and upgrading of Vessels in relation to the schedule. Ensure suitable technical preparations are completed for technical stops
- Work within budget constraints for the efficient / safe operation of vessels.
- Develop and administer reliable budget forecasts against the approved budget plan.
- Implement collaborative approaches to ensure company policies and ship owner policies are delivered.
- Maintain accurate records of all vessel(s) activities, communications and technical dossiers.
- Point of contact for HSEQ and Technical matters related to the vessels.
- Liaise with vessel(s) owners regarding operational matters.
- Liaise with Project and Operations to establish requirements and provide assistance if possible.
- Promote the use of the company Business Management System and provide guidance to ship owners.
- Identify and assess risks on our job sites and develop plans to mitigate and eliminate those risks.
- Develop, implement and manage key performance indicators (KPIs) for each area of responsibility
HSE RESPONSIBILITIES
- Comply with the Activities described within the HSE Management System
- Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
- Know responsibilities to environmental issues in the work areas
- Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
- As such his duties and areas of authority are:
- Follow HSE instructions given by Managers and supervisory personnel
- Assure of the safety of his work site before commencing work
- Take the necessary measures to avert immediate threat of danger
- Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
- Use tools, equipment and their safeguards correctly
- Use the provided means of personal protection correctly
- Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
- Report any anomaly, abnormal conditions and near miss to supervisor
- Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
- Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
QUALIFICATIONS / EXPERIENCE
Minimum Education: Engineer/ Master Engineering degree or Engineering degree or other relevant higher education Relevant management training. Educated to degree level in a marine engineering discipline. Master Mariner or Chief Engineer
Minimum Experience: 10+ years proven experience in major oil and gas project.
- Experience of working in Marine/Vessel management.
- Experience of dealing with customers and suppliers.
Required Skills /Certifications:
- Major Oil and Gas project developments knowledge and experience.
- Excellent leadership and man- management skills.
- Ability to manage a variety of cross-functional team members.
- Excellent written, verbal and presentation skills.
- Excellent organisational and follow-up skills.
- Capable of thinking ahead and anticipating vessel(s) project requirements.
- Sufficient maritime and managerial experience to provide a level of confidence within the ranks of the marine crew and external specialists.
- Able to implement budgetary controls in order to achieve cost targets ( preferred)
- Must have sufficient technical knowledge to contribute towards the resolution of marine technical problems.
- Client experience is an added advantage.
- Local market knowledge and experience is an added advantage
