The plant ELOU-AVT (primary oil refining) with a production capacity of 2 million tons per year along with the vacuum unit will be transferred from the territory of the former oil refinery Azerneftyag to the Baku Oil Refinery named after Heydar Aliyev (BOR).
As the chief engineer of BOR Rasim Ibrahimov told journalists, the transfer and modernization of BOR will be completed by 2021.
“Due to the transfer of the ELOU-AVT unit, the dismantling of the Azerneftyag refinery will be completed by 2021,” Ibrahimov said. Earlier it was planned that at the end of 2018 dismantling of the old refinery would begin.
He noted that the decision was made in connection with the new requirements of the Ministry of Emergencies to resist to seismic impacts, according to which the seismic resistance of all new installations should be calculated at 8.2 points, while the existing installations were designed for 7.2 points.
He informed about works on reconstruction and modernization in BOR, stressing that four units will be modernized, and 12 will be built.
It should be noted that the BOR reconstruction and modernization project will be implemented in three stages (bitumen, diesel and gasoline phases), after which the annual refining capacity of the plant will increase from 6 million to 7.5 million tons.
Currently, the enterprise is continuing construction of a new plant for the production of bitumen with a capacity of 400 thousand tons per year, which will be put into operation in the third quarter of next year. The diesel phase will be completed on November 30, 2020, and the gasoline – on February 28, 2021. After completion of work, gasoline production will amount to 2.2 million tons, diesel fuel – 3 million tons, and kerosene – 1 million tons per year.
