Position: Consortium HSE Manager

Work Location: Base Office (30 km away from the city centre)

Position Schedule: 1 year (renewable)

Education: Master’s degree in Environmental Engineering, HSE


  • Minimum 10 years of experience in HSE within oil and gas Offshore Engineering and Construction industry;
  • 5-7 years of international experience as an HSE Manager on medium-to large-scale and complex projects;
  • Minimum 5 years of international experience offshore in a role of Vessel HSE Coordinator within oil and gas industry.

Skills and Competences:

  • Knowledge of local HSE legislation and main important international standards on HSE management system (e.g. ISO 14001 ISO 45001). Knowledge of independent certification process, certification issued by third party certification body, rules and accreditation body. Knowledge of social aspect management and Life Cycle Approach;
  • Definition, knowledge ,understanding and application of HSE procedures and Project requirements for all project phases.
  • Capability either to apply and to control and ensure the correct application of the HSE procedures / requirements;
  • Capability to analyse HSE client requirements and to plan the need actions. Capability to develop HSE plans and perform relevant economic evaluation of HSE plans / HSE services / HSE activities;
  • Knowledge of typical potential HSE emergency situations and related mitigation actions;
  • Knowledge of criteria, standards, main techniques and methodologies for hazards identification during work execution, occupational risk assessment and evaluation . Knowledge of related control measures including the hierarchy of controls. Knowledge of safety cases and safety critical elements (including Management of Change and SIMOPS;
  • Knowledge of investigation techniques and of data analysis and reporting of HSE events Knowledge and application of HSE reporting system (HSE regular reports and incident notification reports) and Incident Investigation organization;
  • Knowledge of audit techniques and capability to manage HSE (safety / environmental) audit in order to supervise the implementation of specific procedures on worksite. Capability to execute workplace HSE inspection;
  • Major Accident Prevention Management system. Knowledge of asset integrity principles and requirements; Knowledge to:
  • design or to review the design developed by specialised vendors and subcontractors shall be made available and maintained;
  • assure Asset Integrity in Operations, to sustain Asset Integrity Management System; to prevent Major Accident;
  • Knowledge of techniques and methodologies for environmental & social impact analysis, identification and evaluation. Further knowledge of:
  • difference between aspect and impact;
  • waste, spill risk, energy, GHG management;
  • contest analysis approach;
  • knowledge of environmental impact control measures.
  • Knowledge to identify and develop of innovative HSE training and HSE communications initiatives aimed at the dissemination of HSE company culture. Capability of ensuring proper communication including the Company’s HSE communication tools;
  • Knowledge of the main risks during the operation activities and safe working and environmental protection procedures/practices & rules to be applied;
  • Knowledge of Industrial hygiene (Biological, chemical, and physical hazard exposure assessment / evaluation) and environmental monitoring;
  • Knowledge of Project Management Tools and Methodologies;
  • Knowledge of sustainable development principles and their application for a sustainable business model. Ability to develop awareness on sustainable development principles;
  • Strong interpersonal, communication and negotiation skills;
  • Strong managerial skills.

Languages: Azerbaijani (fluent); English (fluent)


  • Manage integrated activities related to HSE issues and sustainability program, ensuring management of economics resources;
  • Ensure full compliance with applicable laws and company HSE management system requirements; Stimulate continuous improvement, HSE initiatives, technological and methodological innovation;
  • Advice Senior Management and manage any obligations relating to HSE;
  • Promote periodical Project HSE Review and ensure proper Project HSE Close-Out report;
  • Support the Senior Management in HSE Policy, Guidelines and Objectives definition and delivery;
  • Support the Senior Management in Organisation roles and HSE responsibilities definition;
  • Ensure, in accordance with the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems;
  • Monitor the effective implementation of appropriate Safety and Environment System procedures and ensure their updating in line with changes in Legislation and Company Directives;
  • Promote motivation and familiarization programs for all Company personnel on the importance of complying with Company system procedures and all Safety equipment provided;
  • Assist the Commercial, Engineering and Operations Departments dealing with Clients in all HSE issues;
  • Plan and monitor HSE audits both internal and toward contractors;
  • Take part in accident / incident investigation;
  • Carry out analysis of accidents and incidents performance, identifying trends and suggesting improvement plans;
  • Identify HSE training need and collaborate with HR function in developing HSE training programs and ensure implementation;
  • Provide HSE related engineering input into new projects and modification programs;
  • Ensure that all Company activities are subject to proper Risk Assessment;
  • Ensure proper identification of qualified HSE resources to be appointed within the HSE department;
  • Ensure proper HSE reporting activities to the Corporate organization;
  • Ensure the development of adequate Health Management System;
  • Support development of Company Sustainability programs, when required.
