POSITION TITLE: Permit to Work / Control of Work Coordinator

KEY ROLES

  • Accountable for the day-to-day coordination of the Permit to Work / Control of Work Process within their area of responsibility in the construction yard.
  • Ensure compliance with the site Permit to Work and Energy Isolation procedures.
  • Liaise with site Area Authorities to identify potential SIMOP clashes and act as coordinator for control of permits issued within the affected areas.
  • Liaise closely with the Preforming Authorities when planning permits; to ensure that the appropriate hazards and controls have been identified for that task.
  • Confirm that all Preforming Authorities understands the scope and controls relevant to the task.
  • Ensuring that appropriate gas tests, isolation checks have been performed for any task.
  • Ensure all Prerequisite control measures have been put in place prior to a permit being issued.
  • Review coordination of isolation implementation, control of isolation and ensuring isolation is properly removed after completion of work.
  • Coordinate worksite inspections are performed: before, during and after completion of each task.
  • Issue and revalidate permits.
  • Ensure that permits are closed and filed appropriately on completion of a task.
  • Active participation in the site PTW auditing system.
  • Validate audit findings and implement audit actions.
  • Provide input to Construction Workpack and Method statements
  • Ensure adequately detailed shift handovers between Permit to Work/ Control of Work team take place.

BASIC SKILLS

  • Competent in communicating in English language.
  • Ability to work on own initiative.
  • Good inter-personal and communication skills.
  • Knowledge of hazards associated with construction and commissioning of oil & gas facilities.
  • Ability to apply and ensure compliance of site Permit to Work and Energy Isolation procedures.
  • Ability to promote a culture to “STOP the job” if anybody feels unsafe.
  • Ability to interpret and understand P&IDs, C&E, UFDs, PFDs, GA’s and other engineering drawings.

TECHNICAL QUALIFICATIONS

·         Minimum Experience of Permit to Work & Control of Work Systems in Oil & Gas industry.

·         Desired   City and Guilds in Petroleum Processing Technology. Consideration will also be given to candidates who demonstrate appropriate experience / work history. Permit to Work controller competence. 

  • Proven track record delivering required role or similar within the Oil & Gas Industry.

EXPERIENCE

  • Equivalent Area Authority Control of Work experience in the oil & gas industry:

o    Proven track record with regard CoW competence preferably on Client site, HUC or offshore site.

o    Experience of in the use of Permit to Work systems and task risk assessment.

o    Experience in development of Workpack and Method Statements

o    Experience of Energy Isolations.

o    Experience of Nitrogen leak testing.

o    Experience of Gas testing

RESPONSIBILITIES & OBJECTIVES

  • Demonstrate personal HSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained.
  • Attend all mandatory training as specified in HSE, and Permit to Work training schedule, and to act as a Permit to Work coordinator.
  • Ensure compliance with the site Permit to Work and Energy Isolation procedures.
  • Accountable for development of Permit to Work Register agreed with Operations
  • Accountable for the day-to-day management of the Control of Work & Permit to Work processes within their area of responsibility.
  • Ensuring housekeeping standards are maintained.

Objective:

  • Ensure the projects commitment to Safety is maintained.
  • Ensure permits are issued efferent to support construction and commissioning schedule
