The principles of the Energy Charter and the uniform oil and gas market of the Eurasian Economic Union (EEU) are similar, said General Secretary of the Energy Charter Urban Rusnak.
“The both have equal and non-discriminating access to transportation of energy resources. The main thing not to create opposition between the European Union and the EEU countries,” Rusnak said at the press conference in Astana on June 10, 2014.
General Secretary of the Energy Charter has expressed hope that as soon as Russia ans Belarus ratify the agreement on cooperation with the Energy Charter, this will contribute to better cooperation between the EU and the countries-members of EEU in the context of integration.
He was supported by Kazakhstan Minister of Oil and GaS Uzakbay Karabalin.
“There are no principal differences between the rules of the Energy Charter and EEU. This means there will be no disagreements. Although today Russia and Belarus are not members of the Energy Charter, but Kazakhstan is its member, we hope that our partners in EEU will soon join the Energy Charter as well,” Karabalin said.
The EEU uniform market of oil, gas and oil products will be established in 2025. Creation of the uniform market of hydrocarbons will allow the EEU countries be more competitive at the world markets from the viewpoint of price and receiving a product with high value added.
Kazakhstan chairs the Energy Charter Conference in 2014 and is the first country-chairman within the framework of a new pratice of the conference chairmanship.
Kazakhstan signed and ratiied the Energy Charter Agreement in 1995. The Charter is the Code of internatuional rules worked out specially for the energy sector.
The members of the conference are 52 world countries making and consuming energy resources as well as the European Union. The Energy Charter Secretariat is based in Brussels.
The Energy Charter is 1991, which is also sometimes named the European Energy Charter, is a political declaration intended to encourage energy cooperation between the East and West. The Charter is a clear expression of the principles, which must become the foundation of the international cooperation in the energy based on the interest in reliable energy supply and stable economic development.
